Which of the following most accurately describes the problem?

• Lancashire United Transport Ltd., Atherton, had an application for a fares increase granted by the North Western Traffic Commissioners in Manchester. The increase will bring in an additional £60,000 annually. The application to introduce 2d steps in preparation for oneman operation was also granted.

The 3d minimum for 0.5 miles will be raised to 4d for 0.80 miles and all other grades will be lifted by 1d or 2d on stage and express services. Children's fares will rise proportionally and returns will be increased by 6d on existing values.

The general manager, Mr. Robert Bailey, said return on capital employed last year had only been 4.2 per cent and with the increase a profit of £142,000 was estimated for the end of 1969 to give a 7 per cent return on capital. Passenger resistance and normal social decline had been estimated at 2 per cent each.

The Commissioners' decision will take effect from December 1 and is valid for 12 months.
