Which of the following most accurately describes the problem?

by Swansea Borough Council of the intention to hold, on November 25, a special meeting to sanction application to Parliament for powers enabling it to acquire the enterprise of the Swansea Tramways Co., Ltd. The Bill also is to seek sanction to acquire for the council certain services of the South Wales Transport Co., Ltd., and the SwanseaMumbles electric railway, now held upon lease by that company.

Swansea Tramways Co., Ltd., is a subsidiary of the " S.W.T." and it is understood that the proposal will be for the council, should it acquire the tramways, to take over also that section of the S.W.T. bus enterprise within the borough and complementary to the tramways in the area.

The Bill further asks for sanction for the council, in the event of acquiring the undertakings stated, to have power to abandon within two years the trams and substitute an adequate municipal bus service.

The South Wales Transport concern's Bill in the same session of Parliament will seek power, amongst other things, to renew the lease from Swansea Corporation for the tram-running rights in the area, which should expire in 1942, for a further 21 years on agreed terms, and for sanction to replace the trains by buses within two years of the Bill being passed. It is now common ground between . the council and the company that the

trams must be replaced by buses. Owing to the gradients in Swansea, the

company represents trolleybuses as unsuitable, but a section of Swansea Council holds the view that if a motorbus system be substituted for the tramways, it should be municipally owned.

Negotiations between the council's consultant, Mr. Collins, London, and the " S.W.T.," as stated in The Commercial Motor, are to continue for an agreed Bill, either by the company, or the council. The municipality's proposed Bill does not neceslearily mean that Swansea Corporation is to take over the local transport services.
