M The RSPCA claims it has new evidence to support its call for laws governing animal transport to limit travelling times to eight hours. A new report published last week claims hauliers are flouting EU laws by transporting livestock hundreds of miles in appalling conditions.

An undercover team of RSPCA officers trailed consignments of sheep, horses, pigs and cattle across Europe. On one journey sheep were not fed for six days, several ewes gave birth en route and the outside temperature reached 40°C.

"If they've got evidence then we expect the RSPCA to issue proceedings," says Roger Wrapson, secretary of the Road Haulage Association's livestock carriers group. Howeven most of the video Is not new, he says. "It looks suspiciously similar to a video Compassion in World Farming put out."

The European Commission has admitted that current laws and poor enforcement are failing animals. But proposals for change, due since 1998 and expected last month, have now been postponed until June.

Livestock hauliers will see their costs soar if the new EU proposals are agreed. Changes to journey times, stocking densities and treatment of animals at loading and unloading are expected. Journey times longer than the original eight-hour proposal are expected providing the vehicle has air conditioning. Three-deck trailers are also expected to be banned.
