Which of the following most accurately describes the problem?

"THE MAIN challenge to the railways ... is how to keep in business," Sir Peter Parker, British Rail's chairman, wrote in his annual report before he knew what the McCarthy tribunal would recommend. The challenge comes more from ASLEF than from "the road haulier, the coach operator and those who took to their cars" during last winter's rail strike. I do not envy Sir Peter in the "priority task .. . in 1982" of regaining that lost traffic.

The "balance sheet of change" that he said the board "established in consultation with our unions" is hardly likely to impress shareholders so long as the drivers appear as a big debit item.
