Which of the following most accurately describes the problem?

KYSOR Industrial has started full scale production of specially adapted radiator shutters suitable for Austin FX4 taxi cabs. The move follows an evaluation by the Public Carriage Office, which has granted permission for the shutters to be fitted to London taxis.

On the taxi model an electric motor is used to open and close the shutter's vanes, whereas on commercial vehicles and buses a pneumatic cylinder is used.

Manchester Taxi Owners' 32,000km (20,000 mile) trial of the Kysor shutter is said to have indicated a 12.5 per cent fuel saving, with an estimated purchase price recovery time of less than five months.
