Which of the following most accurately describes the problem?

NEW ANNUAL test fees for trucks and trailers take effect next week, marking a turning point in the roll-out of testing at privately owned premises. Test fees at authorised testing facilities (ATFs) and designated premises (DPs) are being cut, while testing at VOSA’s test stations becomes more expensive.

This move, proposed nine months ago, is designed to accelerate the shift of testing from VOSA premises into the private sector.

On average, test fees at VOSA test stations will rise by 4% on 1 April: fees at ATFs and DPs will be cut by 4%. This means tests at ATFs and DPs will be between £3 and £9 cheaper than at VOSA test stations.

However, ATFs and DPs still add a “pit fee” that is capped at £55 for trucks and £40 for trailers, which will not change. The ATF/DP owner keeps the pit fee, while the test fee goes to VOSA.

This is the irst phase of differential pricing – the gap between ATF/DP and VOSA fees will increase in future years. A similar differential in the cost of Reduced Pollution Certiicate and Low Emission Certiicate tests will also be introduced.
