Which of the following most accurately describes the problem?

Paul Woodward European transport manager Mike Beer Transport, Dover "There's no reason [why] we shouldn't have a vignette even if we only charge £5. We wouldn't necessarily have to join the European scheme, but the machines are already in place at the ports. If you drive from Dover up to the M25, around 85% of the trucks are foreign-registered. The extra income would help towards roadworks etc — if the government nut it back into transport Graham Levett, MD Bird's Groupage Services, Oldbury 'A foreign operator should abide by UK law, so I agree with the vignette tax. I'd like to see a £20a day charge, but I'm led to believe that the maximum we could charge is £5. We've got to do something about our current situation."
