Which of the following most accurately describes the problem?

THEASSOCIATION of International Road Carriers (AMC) in Poland reports that the country is suffering from an acute shortage of truck drivers because of an exodus of drivers to more affluent EU countries.

AIRC president Jan Buczek says: "The economic migration of many [drivers] to the UK and other countries of the 'old' EU has an important impact." Last week CM revealed driver shortages in the UK had been plugged by an influx of foreign drivers (CM 15 March).

Buczek adds:"The other major problem in Poland is the lack of schools preparing the candidates for the driver's job in the framework of the national education system. Now employers have to provide training for the candidates at their own expense."
