A long-estab lished Lancashire haulier who failed to keep up with the times has had his licence suspended for seven days.

Frederick Scrivens, who trades as Frederick Scrivens (Haulage), of Glazebury, appeared before the North Western Traffic Commissioner Beverley Bell at a Wigan disciplinary inquiry. He holds a licence for four vehicles and four trailers.

Two tractor units were given delayed prohibitions following a maintenance investigation in November. Both vehicles had broken speed limiter cables, and it was clear from tachograph records that the defect had been present for some time.

Scrivens was unable to produce a full set of maintenance and driver defect reporting records, and the quality of the records that were produced fell well below the minimum standard, Scrivens claimed they had been misplaced during the move from his workshop.

It appeared that the declared operating centre had not been used for some time, said vehicle examiner David Collings. Two vehicles and trailers were operated from the premises of Sara Produce, and one vehicle and trailer from Alfred Price in Knowsley. Scrivens said an application would be made to change the operating centre. The tachograph charts were now being sent out for professional analysis to pick up any future speed limiter problems.

"I have had a lifetime in the industry," said Scrivens. "I am perhaps a bit stuck In the mud, and I need to move forward into the 1990s and 2000s."

The TO warned him: "I am getting very fed up of experienced hauliers who have been in the business for 20 and 30 years telling me that they have not got it right before but that they will get it right now. I urge you to drag yourself kicking and screaming into the 21st century."
