Which of the following most accurately describes the problem?

• A revised EC plan to make anti-spray devices compulsory on UK trucks and other heavy vehicles above 3.5 tonnes is being considered by the new Government.

Transport Secretary Cecil Parkinson has instructed his officials to pursue the possibility of new legislation with the European Community Commission in Brussels.

The new proposals make the legislation optional on member states, thereby overcoming the objections of southern European states where road spray is not seen as a major problem.

In the Commons last week Transport Minister Robert Atkins agreed with MPs that spray thrown up by heavy vehicles is "one of the greatest dangers on motorways".

He said: "We are having discussions with the European Community and in most circumstances the views of MPs will be fully taken into account."

The EC move was announced by Commissioner Martin Bangemann.
