MAn operator who sets about dealing with his financial difficulties by not paying vehicle excise duty is inevitably going to lose his good repute, even if that action enables him to get through a bad period and retain his financial standing.

This was made clear by the Eastern Licensing Authority, Kenneth Peter, when he revoked the licence of Ken Lane Transport Ltd, of Hayton, Notts. However, he granted the company a new licence for 17 vehicles and 25 trailers for a period expiring on March 31, 1987. The LA said he is sure that at that time his successor will wish to see accounts for the year ended September 30, 1986, and as up-to-date a management balance sheet as is possible for the period up to the time of renewal.

Commenting on convictions recorded against the company for offences other than excise licence offences, the LA said they concerned the vehicles themselves, vehicle weights and records.

There were not many other convictions, but there were some, and, he said, that is a matter that needs attention by the directors of the company. He realised that they will wish to spend a lot of their time addressing themselves to the financial affairs of the company, but the operational management of the company must not suffer in that period as a result.

He noted from the vehicle examiner's latest report that the maintenance is tolerable. He would not say that it was outstanding and he noted the remark that the company had not got a tester's manual. It only costs £3 and it saves a lot of money.

The LA said there is also a question whether sufficient people are employed on maintenance work. That is a matter on which the vehicle examiner may be able to advise the company, if they wished to take his advice, as well as the accountant's advice. In other words, all those things about which declarations of intent were made have really got to be kept in order if this firm is to continue in business after March 31, 1987.

III Eastern Licensing Authority Ken Peter retires this month after nine years. His initial successor is West Midlands and South Wales deputy LA John Mervyn Pugh, who will move back to those areas in February next year when LA Ronald Jackson retires. From February next year Brigadier Compton Boyd will be Eastern LA.

The South Eastern LA, Randall Thornton, will be succeeded on September 1 by Brigadier Michael Turner.
