TUNE 1 is the date proposed for the J putting into operation of the Yorkshire Stage Carriage Operators Association's counter-proposals to the report of the National Conciliation Board.
Mr. J. Keeling stated at a meeting, last Friday, that, in the meantime, the counter-proposals would be discussed at 18 special meetings of operators in various districts of the Yorkshire Traffic Area and endeavours would be made to meet the needs of each district.
At a meeting of Selby operators on the previous evening, he remarked, a resolution was unanimously passed in favour of paying wages 10 per cent. lower than the scale contained in the Y.S.C.O.A.'s counter-proposals. So far as the Leeds district was concerned, it was proposed that the Association's scale should apply.
Referring to the situation arising from the breakdown of negotiations between the employers' and employees' panels of the Yorkshire Board, Mr. Keeling said that the employers' panel would now have to put before. the National Board proposed rates of wages and conditions which it thought the
industry in Yorkshire could meet, but he predicted that these proposals would be rejected.
Mr. Frank G. Bibbings, general secretary of the Y.S.C.O.A., said that if operators' organizations in Yorkshire, including the Commercial Motor Users Association and the Road Haulage Association, would get together and agree on a practical policy, they would themselves have the power to establish rates of wages for the Traffic Area. The 1993 Act was, he thought, somewhat ambiguousin its reference to wages, and provided that holders of A and B licences should recognize the fair-wages clause, the district wage, or the wage which was paid by good employers.
Speaking of the effect of the Y.S.C.O.A. campaign, Mr. Bibhings said that many who had been opposed to it were now in favour of it. " I am satisfied," he said, "from the complete change of attitude which was manifested by the representatives of the C.M.U.A. and the R.H.A. at last Tuesday's meeting of the Yorkshire Board, that we are reaching agreement."
