Which of the following most accurately describes the problem?

• Drivers for Penrith coach operator W H Mandale, trading as Mandale Travel, were pressurised by passengers not to take their rest breaks, it was claimed at a Manchester public inquiry.

Mandale was called before North Western Traffic Commissioner Martin Albu following a series of drivers hours convictions in January.

Taking no action against Mandate's nine-vehicle licence, Albu said that it had to be made clear to passengers that it was in the interests of their safety that drivers take the breaks required by law. For Mandale, it was said that problems arose when passengers returning from the Costa Brava were dropped off in the Scottish area in June of last year. The drivers were under pressure, not from Mandale, but from passengers not wanting them to take a break when they were nearly home.
