Which of the following most accurately describes the problem?

Staff newspapers are supposed to be written in a style which conveys messages simply to ordinary members of staff.

. I'm not trying to sound patronising, but I almost choked when I came upon some pretty indigestible stuff in the latest Scottish Transport Gazette.

In explaining Scottish Transport Group's finances it had such gems of verbiage as: -Services, however, are provided in a dynamic, not a static, operating environment and it is important that consultative processes should be sufficiently flexible to permit the timeo implementation of operatii economies in the short ter where these can be introduc, in response to changes in cost traffic conditions without d turbing the basic fabric of t network.

Upon his return from ti Open University course on a vanced annual report readin the one-man bus driver cou still be baffled when he turns this paragraph.

Add to that the references "The reliability factor" on Le land Nationals which have fe tures which "facilitate mobility of the elderly and di abled" and it soon becomr clear that either STG has a stz of literary geniuses, or they ca not understand a word of tt staff newspaper.
