Which of the following most accurately describes the problem?

A FIVE PER CENT cut in fuel consumption would solve the present shortage, said the Transport Minister last week.

Fuel supplies are the same as last year — in spite of reduced Iranian output — but demand has increased by 5 per cent.

To see how much fuel could be saved by running at lower speeds, CM has done a series of trial runs with a fully laden 32-tonner.
