Which of the following most accurately describes the problem?

THE West Midlands Deputy Licensing Authority. Mr. R. A. Hall, granted a short-term B licence to Overlands Contract (Birmingham). Ltd., last Friday for an experiment in road haulage.

A director of Overlands, Mr. D. Hands. explained that the B-licensed vehicles were carrying loads of fork-lift trucks for which they were specially designed. A licence had already been granted for the past month and the scheme had been a success.

"Our customers are delighted with the transport and they are anxious for the experiment to continue," Mr. Hands said.

The machine itself has come up to expectations."

Mr. Hands added that when the present licence expired, he would ask for another period of three months, but if they were asked to carry out full-time work, further vehicles would probably be needed, and they would have to consider long-term applications.
