Which of the following most accurately describes the problem?

APLAN to erect iron railings to block side roads where they crossed the major routes leading into the centre of Glasgow, was put to Glasgow Highways Committee last week by the

motoring organizations. It was an alternative to a proposal that parking should be banned in the central square mile of the city.

The motoring organizations claimed that their scheme would greatly accelerate traffic flow.

Representatives of Glasgow Chamber of Commerce suggested that public transport should encourage the public to use it by improving services and raising the standard of cleanliness. Fares should be made more attractive and parking space provided beside suburban railway stations. Moreover, car parking in the city centre should be made unattractive by high fees.

Bailee W. M. Lee, convenor of the highways committee, said the proposals would be considered.
