Which of the following most accurately describes the problem?

THE VEHICLE and Operator Services Agency insists it will replace brake roller testing equipment, but admits there have been delays after the contracted firms failed to provide an adequate solution.

This contradicts recent reports that VOSA would increase test fees for trucks and trailers despite halting procurement of new testing equipment.

The Freight Transport Association and the Road Haulage Association recently met VOSA to agree levels of testing and service standards.

The RHA's Steve Riddle describes the meeting as "very progressive and worthwhile."An FTA spokesman explains: "We have been a little bit concerned about increases in test fees and that is the very reason why we negotiated a better deal with them. Operators will get value for money out of the increase in fees, in improved service."

A VOSA spokeswoman says: "We are going to replace [the testing equipment]. The two companies in the final bidding didn't provide the right solution. We have not yet found another company and are still looking at the best way round it.
