Which of the following most accurately describes the problem?

• BP has bought a further 29 ERF EC12 tractive units to join its 128-strong UK distribution fleet powered by Perkins Eagle TX340 engines. They are hauling 13.75m Fruehauf tank semi-trailers, 16 of which are fitted with Drum hydraulic discharge equipment, The BP fleet is now almost 100% ERF, according to BP's fleet development engineer John Wood. "ERF offers us proven running costs, reliability and ease of maintenance," he says. "The performance and cabs are also popular with our drivers." The EC12s will cover up to 300,000km (187,000 miles) a year operating 24 hours a day, seven days a week with three drivers per vehicle.
