Which of the following most accurately describes the problem?

ILLEGAL SPEEDING will soon be an impossibility for many French lorry drivers. From the beginning of October all new vehicles of 10tonnes and over will have automatic road-speed governors installed to prevent them from exceeding 90km/h (56mph). The maximum speed limit of 80km/h (50mph) is widely ignored at present and the measure is expected to bring about an improvement in driving standards. In addition, "black box" type reinforced tachographs, which preserve recordings after severe collisions or fire, will be compulsory for all vehicles first registered after October 1, 1983.

These measures are two of a number taken recently to make goods vehicles safer for all road users. Pedestrians and cyclists have been given increased legal protection, and lower speed limits for all traffic now apply when it is raining.
