Which of the following most accurately describes the problem?

• A warning by Eastern deputy LA, Mr G. Kidner, was given last week at Ipswich that hauliers who were operating vehicles illegally, while awaiting the results of an 0-licence application, were running a grave risk of prosecution.

The warning came when an application by Tubbs Builders Merchants Ltd, of Monks Soham, near Framlingham, was being considered. Mr A. Scott, a partner of the company, admitted that the two vehicles covered by the application were already being operated. Mr Kidner granted the licence but said that the company was very lucky not to have found itself before a court for illegal usage.

Mr Kidner said that he had found an increasing number of hauliers operated illegally and that if many more similar cases were presented before him "someone was going to be very unfortunate".
