Which of the following most accurately describes the problem?

• A Road Haulage Association spokesman on Wednesday welcomed suggestions that legislation should be passed to enable lorries of more than 32 tons to be allowed on selected British roads. This proposal is to be raised in the Commons by Mr Leslie Huckfield, Labour MP forNu n eaton.

Mr Huckfield believes that the Government's recent decision not to allow a weight increase was mistaken. "Already, as the RHA has pointed out, heavier vehicles are operating," he told CM. "It would seem to me to be far more sensible if we want to bring ourselves in line with the Common Market countries to allow British and Continental heavier vehicles to operate here on selected routes."

The RHA told CM: "This would be a good idea so long as selected roads were not worked out in too restricted a way but rather on a route basis. We concede that very heavy vehicles passing through narrow streets do cause annoyance. This matter underlines the need for a sensible road programme to be implemented fairly quickly."

He said complaints had been received from members that some vehicles from the Continent exceeded legal limits and our authorities were turning blind eye.
