The TML's original proposals were submitted to Mr F. Mulley, the Labour Government's last Minister of Transport. These proposals set out a scheme for statutory registration of two classes of transport manager. The scheme then envisaged was to be administered by a certification board.

The scheme now submitted retains the proposal for a certification board but does not require managers to apply for certificates of competency as a necessary preliminary to obtaining a licence.

Nevertheless, the certification board, which would be a statutory body, would have powers to issue four different grades of certificate which would be obtainable by examination. The board would have power to grant exemption from examination to those who hold an existing qualification or who are well experienced and in a position of responsibility.

The TML committee anticipates that the exemptions would be particularly important in the early stages of the scheme before its examination structure is established. It would maintain a register of all those who had obtained certificates.

The original 17 chapter syllabus submitted to the previous Minister would be retained by the board for its examinations. The Transport Managers' Licensing Committee contends that the voluntary, scheme it now suggests will permit a better balanced educational pattern for all forms of transport.
