• Mr T. H. Campbell-Wardlaw, honorary solicitor to the Industrial Transport Association, told its London division on Tuesday that the public sector of haulage had not yet grasped the full implications of operators' licensing. "Hauliers have not fully realized their vulnerability", he said, and went on to point out that general haulage could now be undertaken by own-account operators. He highlighted the anxiety being felt by furniture removers. "Low-loader operators were always a very close corporation who jealousy guarded their carriers' licences in the old days", he said, "and they are concerned about those who now look towards their traffic."
Mr Campbell-Wardlaw warned that although the initial application form for an 0-licence had been a pretty innocuous document, with its simple "yes" or "no" answers, it could prove a deadly instrument in time to come. It was at the time of licence renewal that operators might feel the full effect of the answers they had given initially.
He instanced the vast powers of enforcement officers and explained how these powers might be used. Although at first glance the transport picture was one of gloom, he felt that there was a bright future for those who could survive the initial stages.
