Which of the following most accurately describes the problem?

• The Freight Transport Association is asking the Department of the Environment to delay the date by which it will be a legal requirement to fit marker plates to the rear of heavy vehicles and trailers. The date at present is November 1 this year.

However, last week CM reported that BSI approval had not been given to the design; about sets would be needed and fears were expressed that the number available by November would be insufficient.

It is understood that the plates are likely to be available from about April and the PTA feels that operators should be given a year's grace from the date when the plates are on the market before they become a legal requirement.
