Which of the following most accurately describes the problem?

During the last poll on the question of prohibition, three of the wards of a Scottish burgh voted " dry " and the ethers voted " wet." Immediately two new motor companies were floated in the chief of the " dry " wards, and this was pointed to by the advocates of temperance as proof of the good influence of their creed.

One of the motor companies was formed to run a char-a-bancs service and the other to provide an ambulance service. And the.heart was taken out of the temperance people by the explanation that the one would do a good trade in taking the people over to the " wet" wards and the other would profit by taking them back again.
