Which of the following most accurately describes the problem?

• Scottish Traffic Commissioner Michael Beth has suspended Turriff haulage contractor KIF's 0-licence for two weeks following an Aberdeen disciplinary inquiry. The licence to operate 35 veqicies and 70 trailers was suspended from midnight on 16 February and the LA refused to grant a stay pending an appeal to the Transport Tribunal,

KIF was originally granted a licence in February 1994 after the revocation of the licence held by Kildonan Transport, the former Kildonan MacBrayne Haulage, because of concern over maintenance and convictions. KIF's directors Adrian and Andrew Walker had been directors of that company but their father had been the managing director.

Since 1994 KIF had received 18 prohibition notices and 15 convictions for overloading, breaches of drivers' hours, the unauthorised use of a vehicle and using an untested trailer, Betts heard. He said he acknowledged the many improvements in the company since its formation in 1994. The fleet had largely been modernised and the previous serious concerns about maintenance facilities and arrangements had generally been overcome. The management was young, enthusiastic and hard-working. However, set against that were the acknowledged failings.
