Which of the following most accurately describes the problem?

• An operator who had his licence curtailed last September for breaching drivers' hours regulations, has been congratulated by North Eastern Licensing Authority Frederick Whalley for having a "copy book operation" (CM 2127 September 1989).

Hazchem carrier Norman Lewis Tankers, of Hensall, was granted 10 additional vehicles and trailers on its licence.

Director and transport manager Gary Lewis said that following advice from a senior traffic examiner, an assistant transport manager was taken on to check tachograph charts. Breaches of the regulations were brought to his attention and the drivers concerned were taken to task. If the offence was considered serious, warning letters were issued.

A new company training programme had been set up and all drivers had attended a talk by transport lawyer Stephen Kirkbright. There was also a two-week induction course for new drivers.

Before leaving on international journeys, drivers were given a route sheet containing detailed instructions and phoned in twice a day.

Senior traffic examiner Bryan Walscher said an examination of the company's charts had shown a continuing improvement. The operation was being run within the law, as far as was humanly possible, and he did not feel that there would be any problem over drivers' hours in future.

Whalley said the company had acted very responsibly since the previous public enquiry.
