Which of the following most accurately describes the problem?

UNDETERRED BY the Department for Transport's refusal to allow trials of 25.25m vehicles, Dick Denby has offered to hire his out to the Netherlands for their trials.

Denby's B-double design has a tighter turning circle than its Dutch counterpart, making it more adaptable if the longer vehicles are given the go-ahead for widespread use. Denby also hopes it will keep the issue at the top of the UK government's agenda nowTransport Minister Stephen Ladyman has said it is monitoring the Dutch experiment. Last week Ladyman announced trials in this country would not be going ahead, though he didn't rule out trials on limited routes (CM 15 December). But Denby remains optimistic and says the WY has allocated funds to hire consultants to investigate the matter. He has now received a reply from a Dutch civil servant in The Hague, saying: "The thought of a 'sub-network' links to possible options we are considering for when the present trial ends on 1 November 2006.

"As far as operation in the Netherlands is concerned, I will provide the Dutch participants with the information."
