• North Eastern Deputy LA Mark Hinchliffe refused to renew the six-vehicle, four trailer international licence held by May Rankin, trading as Rankin Contracts, when she failed to appear at a Leeds disciplinary inquiry.

Traffic examiner Trevor Barton said that Donald and Darren Rankin were ()convicted of a series of offences of driving for more than 4.5 hours without the required break. May Rankin was the CPC holder at the time but when interviewed she said she had had nothing to do with the running of the business for at least 10 years.

The DLA commented that the nominated transport manager had been changed to Donald Rankin in March. But Barton said that in January Donald Rankin had told him that, due to ill health, he had no involvement in the business.

This letter withdrew permission for her to use the premises and land comprising her operating centre at Asselby Garages, South Street, As.selby, Goole.

Hinchliffe decided that May Rankin's lack of concern, interest or activity over the past 10 years made her unfit to have a licence. He said that she had done nothing but sign forms that had been given to her. It was clear that in January this year she had been transport manager in name only. He was not satisfied that there were sufficient financial resources; that there would be satisfactory maintenance arrangements or that arrangements were in place to secure compliance with the drivers' hours rules.
