Which of the following most accurately describes the problem?

by _Ian Wylie • Hauliers fear a 50mph rushhour speed limit, announced last week, could increase accidents and reduce traffic flow instead of improving it.

Roads minister John Watts intends to introduce the mandatory limit on the heavily congested south-west section of the M25 from next spring.

Signs on gantries, which have sensors to detect how much traffic is on the road, will allow drivers to drive at the existing limit when flow is fast. They will restrict speeds to 50mph when lanes become crowded.

The scheme will be intro duced between Junctions 10 (A3) and 15 (M4) of the M25 only, but the Government says that it could be extended to other motorways if it proves to be successful.

The 50mph limit will be enforced by speed-check cameras.
