Which of the following most accurately describes the problem?

THE GREATER London Council will take the biggest chunk of the money allocated to local authorities for capital spending on roads next year.

The GLC is to get a grant of £27.9m under the transport supplementary grant settlement announced last week by Transport Secretary Nicholas Ridley.

Overall the Government is passing £120m to local authorities in England, for their road programmes.

The six metropolitan counties will receive £29m between them, with the West Midlands getting £9m. The shire counties will share £103m.

The system for handing out TSG has been altered this year so that current spending, which covers bus subsidies, is included in the rate support grant settlement.

In 1984/85, the grant for current spending under TSG is £226.3 m.
