THE p.s.v. operators have every right to be outraged at the lack of consultation they were afforded before the Transport Bill was published.
For what it's worth the Archbishop of Canterbury has seemingly been as much misled as they were. Complaining of the Government's attitude on another matter last week, he said "In my innocence I have supposed all my life that to consult people is to talk to them, to get their advice and opinion about a project. Today I gather consultation means summoning people in order to inform them of a decision that has already been made".
