AN OPERATOR told the Metropolitan deputy Licensing Authority, Mr. W. G. Levitt, on Monday, that the low rates he charged for Contract A work had caused him great financial difficulties.

Lack of capital had made Mr. J. J. O'Rourke put profits directly back into his company and pay off the hire purchase commitments on his vehicles. This was said when Mr. O'Rourke applied to transfer his only remaining vehicle on to B licence operation to carry building and excavated materials within 200 miles of Ashford.
