Which of the following most accurately describes the problem?

ANTICIPATING a bull and coNA. the Springboks' rugby match Hamilton, New Zealand, the police, heavily outnumbered, used cattle trucks to form a barrier against anti-apartheid demonstrators. It was a devilishly clever exercise in th bloodless containment of aggression.

The trucks were, I am reliably informed, lined up in close formation with their loading ramps lowered. Strin( of South African flags were ht from their interior roofs in the belief that they would act as r( rags to a bull. They did.

The enraged herd charged into the trucks to tear down th bunting. Police immediately crawled from underneath, slammed the ramp doors shu and drove their prisoners to tl police station.

Let's hope Kenneth Oxford doesn't get to hear about this. just might strike him as a neat way of "solving" any future problems on Merseyside.
