Which of the following most accurately describes the problem?

CHESTERFIELD Borough Council, faced with operating losses •during the current year on their bus services of around £435,000, want to increase fares by nearly 30 per cent.

They are making an application for the rises in September to the Traffic Commissioners. It is claimed that routes outside the town provide the biggest losses, so it is hoped to make the bus users on these routes pay more.

Although losses have been estimated, consumer resistance to the price increases is growing.
