Which of the following most accurately describes the problem?

• Six applications for planning permission For development of a café at Stoneybeck, on A6 main road just North of Penrith in Cumberland had been "bedevilled" by the ques:ion of the possible site for a large haulage service centre somewhere near Penrith, it Nas stated by a witness for the applicant 3t a Ministry of Housing and Local Governrent public inquiry in Penrith.

The applicant was Mrs. Berta McCrone, ippealling against the refusal of planning )ermission for a new restaurant, house, lormitory accommodation, petrol station and rehicle parks at Nook Cafe. Stoneybeck, 'enrith.

Reference was made during the hearing o the quest of Cumberland County Council or a 20-acre site in the vicinity, for sugpstion to developers as suitable for heavy taulage facilities. Stoneybeck is near the resent A6 access to the Penrith by-pass— he first eight-mile stretch of M6 to be built n Cumberland and Westmorland.

The fear that the project would prejudice lecisions to be made on the question of a laulage centre site, coupled with the direcion of the Minister of Transport for refusal, were put forward as reasons for turning down :he application by the county planning 3uthority.

The Minister's reason was that the lay-out as unsatisfactory, with a filling station too :lose to AG roundabout which served the ink to the Motorway.

For the appellant, Mr T. H. Campbell Nerdlow, Newcastle. said six applications lad already been refused and the county council apparently had in mind a much larger 'icheme than Mrs. McCrone was proposing.

Summing up for the county council, Mr 3. W. Swift, senior assistant solicitor, said Vim. McCrone's proposal was not large mough to solve the problems of the area and 3 "chaos" of such small developments Nould be undesirable.

The inquiry was closed and a decision will )e announced later by the Ministry.
