"Roads are still a good conomic investment and we now that the return justifies he investment," said Mr todgers, but he added that here were more schemes vaiting for approval than ould be approved.
"But I will be looking with ympathy at those schemes vhich allow a by-pass for indent and attractive towns," aid Mr Rodgers.
