Which of the following most accurately describes the problem?

The AMA has always accepted that in the difficult economic situation, Government spending would have to be cut. What has annoyed it is the discrimination against South Yorkshire whose whole policy of urban dispersal is based upon a philosophy of cheap transport.

"Just because the Government doesn't agree with what South Yorkshire has done, there is no need to take cash away from what the county should be doing", said an AMA spokesman.

When making his announcement of TSG allocation in the House of Commons Mr Rodgers said: "They have not however accepted any reduction in their spending plans, particularly in respect of their bus transport policies, and I have reluctantly decided that I can only accept a significantly reduced level of expenditure for the County. They will only receive grant on some continuing capital expenditure".

In England, South Yorkshire is the only county to get no grant at all for bus revenue support. Large grants to other metropolitan counties — including £48m to the GLC — for bus revenue support, were only made after the counties accepted a transfer of resources from capital programmes to current expenditure.
