Which of the following most accurately describes the problem?

A Forest of Dean skip hire operator has been allowed to continue to use Ns Newent operating centre subject to conditions.

Edwin Davis, who had sought a new one-vehicle restricted licence, had been using the site without authority since 1991' before being granted interim authority in March.

At a Gloucester public inquiry, neighbours expressed concern about noise and rubbish being burnt in the skips. They said the site was located close to the village green and they were concerned about the we/are of a black poplar tree situated outside the gate, which was reputed to be one of the oldest trees of this species in England (CM 23-30 August).

Granting Davis a licence, Western Traffic Commissioner Philip Brown limited the licence to a single 7.5-tonner. He also restricted the hours of movement with a maximum of two movements a day and no movement on Sundays. The vehicle must be parked in a designated area and

must not be parked on any road, highway or track near the operating centre, concluded Brown.
