Which of the following most accurately describes the problem?

temporary drivers and dodgy agencies (CM 24-30 August), surely the answer has to be greater regulation of the "fly-by-night" agencies that hire out cowboy drivers? Why not have a Governmentapproved register of temporary driving agencies, subject to more regular inspection?

It really shouldn't be the haulier's worry when hiring a temporary driver. If you pay for a service you ought to get one. l'm sure if there was an accredited register scheme for temporary drivers, hauliers wouldn't mind paying that little bit extra for peace of mind. R Little, Luton, Beds.
