Which of the following most accurately describes the problem?

• Stevenson: of Uttoxeter was ordered by Derby Magistrates to pay fines and costs totalling 1500, after admitting permitting drivers to fail to take 90 hours rest after 12 daily driving periods.

Four drivers admitted 21 offences of failing to take the required amount of rest, and Stevensons admitted causing and permitting 16 of the offences. Each of the drivers was fined 1100.

Prosecuting for the Eastern Traffic Area, John Hodgson said that the offences were discovered during a routine examination of the company's tachograph records. Defending, Geoffrey Davies said there was no suggestion that the drivers had been spending long hours at the wheel.

The company was fined Z350 and orderded to pay 1150 prosecution costs.
