Which of the following most accurately describes the problem?

FORD of Europe's chairman, Robert Lutz, has attacked EEC governments for "inconsistent" attitudes towards Japanese car and truck imports.

Speaking in Frankfurt last week at a conference organised by the Financial Times, Lutz called for a more rigorously defined European content rule for Japanesesourced vehicles.

"Products from Japaneseinvolved ventures outside Europe should only be regarded as non-Japanese for the purposes of the EC's import monitoring if an 80 per cent (by weight) local content level is achieved and what are being called 'noble' components (engines, axles and transmissions) are non-Japanese in design and origin," he said.
