Which of the following most accurately describes the problem?

THE 1986/87 public transport expenditure limits for the new Passenger Transport Authorities in the metropolitan areas have been announced by Transport Secretary Nicholas Ridley.

He says the limits will preserve existing concessionary fares schemes, but they mean cuts of around 10 per cent for the six operators.

Some areas fear worse effects than others, with South Yorkshire having to reduce its expenditure from £78 million to £50.5 million.

Total budgeted expenditure on public transport by the existing metropolitan councils is as follows with the proposed 1 98 6/87 figure in brackets: Greater Manchester £.80 million (£74.3 million), Merseyside £88 million (£75.2 million), South Yorkshire £78 million (£50.5 million), Tyne and Wear £55 million (£60 million), West Midlands .£54 million (£54.2 million) and West Yorkshire £47 million (£57.8 million).
