Which of the following most accurately describes the problem?

MICHAEL HALEY, commercial manager, Europe, with freight forwarder Baxter Hoare for the past 18 months, is to be managing director of British Commercial Transport Company. BCT has been created from the European division of Baxter Hoare, and from October 1 will function as a separate company based at Erith, Kent.

Haley was previously instrumental in the formation of Laser Transport International, a subsidiary of the Tozer, Kernsley and Millbourne group. Before joining Baxter Hoare, he was in forwarding in the Middle East and West Africa.
