Which of the following most accurately describes the problem?

MERCEDES-BENZ is to pour more money into its Argentinian production, in yet another move by a Europeanbased commercial vehicle manufacturer to exploit the large American market still further.

Over £22m ($50m) will be invested over the next four years in its lorry and bus plant in Buenos Aires. The aim is to increase its present output of 8,000 vehicles a year to 12,000 a year by 1983.

Argentina scrapped a tariff, on foreign-based manufacturers last year and since then Mercedes11enz has built up its market share to 58 per cent of the mid-weight commercial vehicle market in Argentina.
