Which of the following most accurately describes the problem?

• Eastern Counties Omnibus Co has dropped a scheme to provide special buses to take shoppers into Norwich from a car park on the edge of the city.

This summer a special bus service was provided so that motorists could leave their cars and travel half a mile into the city centre by bus to keep cars out of the congested streets.

Eastern Counties said that demand for the service has fallen away with the seasonal decline in Saturday shopper parking. It is thought the car park was sufficiently close to the city centre for motorists to walk and save the fare.

However, the company, which ran the scheme in conjunction with Norwich Corporation, is now looking for a suitable site to use for a similar scheme for Christmas shoppers when one of the main city car parks is used as a site for the Christmas fair.
