Which of the following most accurately describes the problem?

September 8. This was decided at the national executive committee meeting in London on Tuesday. The committee is again applying to use Gamecock Barracks, N uneaton.

In preparation for the final. the NEC has decided to introduce a detailed order of procedure for all officials in an endeavour to ensure that the difficulties experienced at this year's finals are not repeated. Many of the 1973 problems were attributed to the growth of the competition without a corresponding growth in the administration. Since CM took over sponsorship of the LDoY in 1966 when there were 23 centres the event has now grown to 38 centres.

The NEC has also decided to recommend to the annual general meeting on November 8. the adoption of a constitution. This would restyle the title to Commercial Motor's Lorry Driver of the Year Competition and would for the first time give the sponsors some degree of financial control. All aspects of the organization at local level would remain unaltered.

It was intimated that the first and third place awards for the 1973 finalists will be re-presented by Mr C. J. French, CM's publishing director, at a private ceremony in Glasgow during the Scottish Motor Show in November. The committee has agreed that its personal award to the champion. the George Macauley award, will be duplicated and presented to both Mr A. Howitt. the 1973 champion, and Mr J. McGrath who was originally declared the winner. Mr McGrath will also keep the personal awards made to him as champion and another set will be presented to Mr Howitt. Both men will go on the European study tour to Italy as guests of the Michelin tyre company.

The committee decided that with the exception of the York centre all local events should be completed by July 14 for the 1974 competition.
