Which of the following most accurately describes the problem?

• Measures to outlaw bonus payments to haulage drivers are expected to be recommended to the European Parliament by its regional policy and transport committee.

At a meeting in Brussels last week, under the chairmanship of Mr James Hill, Tory MP for Southampton Test, the committee expressed deep concern that such payments encouraged drivers to exceed the speed and tonnage limits.

The committee is expected to present a report on the situation to the European Parliament.

EEC proposals for the harmonization of the conditions for the issue of driving licences and the rules for vehicle road worthiness tests were also discussed.

Several members of the committee questioned the desirability of the Commission's approach to the licensing problem, preferring a two-tier system — a national driving licence, supplemented by a Community licence.

Others opposed this on grounds of principle and of simplicity of administration and urged a single licence based on common conditions.

No conclusion was reached, however, and the committee agreed to discuss the position again.

The committee also agreed on the need to extend the Community's Common Transport Policy to cover shipping.

Sea-going shipping at present carries only 71per cent of the trade between the countries of the "Six" but with the entry of Britain, Ireland and Denmark the transport pattern will be greatly changed.
