Which of the following most accurately describes the problem?

AT an adjourned inquiry at Birmingham last week, the West Midland Licensing Authority, Mr. John Else, withdrew one vehicle from an A licence operated by Mr. Frederick Ingram trading as Groutage and Ingram of Shirley, Solihull, Warwickshire. He granted the licence in respect of two other vehicles.

He granted Mr. Ingram a B licence in respect of another vehicle for the carriage of goods within a 25-mile radius of base, subject to the provision of satisfactory records for this vehicle, over the past three months.

In the A licence inquiry, Mr. Else had adjourned the hearing for the production of records for one vehicle and for evidence as to its future employment. Mr. Norman Carless, for Mr. Ingram, now said that this information was not forthcoming.

Mr. Else said he had been told that this particular vehicle had been off the road since January of this year but he was not satisfied that this was the time when it actually stopped working. He had called for figures of its employment before January.

Announcing his decision, the Authority said: "I want to make it clear to the applicant that unless he operates these licences properly there is no doubt to my mind that very soon he will have no licences at ail."
